Regulated markets are bad for partners as well as players. It is a paradox but the player's money is safer with an offshore operator than with a regulated one. Certainly the problem is that virtually all countries in the EU already block unlicensed sites. However, it seems to me that there will always be players looking for higher odds and better offers. And this is what offshore operators provide.
